To get the Bright Steel Ring, go to Reggie the vendor in Ward 13. You can find him next to another vendor called Mudtooth, and Reggie also works for Reginald Malone. You have to tell Reggie to show his wares to find the Bright Steel Ring. There is a chance that the ring may not spawn in his store, so you have to complete the game and defeat the final boss. After that, visit Reggie’s store frequently to purchase the ring. This ring is available in his store randomly, so you have to visit the store a couple of times till the ring shows up. 

As mentioned previously, the Bright Steel Ring helps you perform the fastest evade roll, no matter how heavy your armor is. If you are fighting enemies with high armor encumbrance, the Bright Steel Ring will mitigate the burden. You can effectively roll away from enemy attacks if you have this ring equipped.
