To get this gun, you have to acquire the Seal of the Empress from the Queen, but getting it is hard. First, go to the Red Throne Region in Yaesha and talk to the Queen. This part is tricky, as you need her approval to obtain the seal. For that, you need to pick options that show your respect for her. During the initial conversation, select the first, second, first, and third options. This will start the boss fight with the Corruptor. Defeat it, then talk to the Queen. Pick the below options. 

• The abomination is slain, Your Eternity
• Long live her permanence
• Kneel

You will get the Empress Seal if you complete it correctly. If you obtained the ornate key and the ornate lunchbox previously, you can give them to her to receive the Red Doe Sigil. You can give these items if you have not unlocked the lunchbox. After that, equip the empress ring seal and head to the library. You will find the empress’ insignia on the floor.
