After getting your first weapon, take the stairway beside the car and go up, then unlock the door to get inside. Break the glass ahead using your new gun and step outside. Right beside you on your right is an opened hatch leading down. Hop down and look ahead to find a dead body with the ferry deck key. To use the key, go straight through the door and take the right-side staircase. Once you are up, look ahead at the double doors that are slightly to the left side. These doors lead to the Ferry Deck, and you can use the keys here to get out.
