Pals can be obtained by scavenging Palpagos Islands. But there are some extremely rare Pals that you can only get via breeding. To get Elphidran Aqua, you need to breed the following Pals
Elphidran + Surfent
You can get the Alpha Elphidran boss by traveling to coordinates 39, -298. This is a level 30 Alpha Pal and can be defeated if you are above level 30. Bring Ice Pals with you and some strong weapons like rifles and shotguns. Anything above the Mega Sphere is recommended to capture the Alpha Elphidran.
If you wish to get regular Elphidran, then make your way to the Pal Sanctuary in the southern part of the map. You can find this if you travel east of the Sea Breeze Archipelago Castaway Beach fast travel point. The Elphidrans here are level 19 and above, but you should be warned of getting the Wanted status while trying to hunt Pals here.
Surfents are more frequently found on water bodies, so you should check most lakes and sea areas to find Surfents. We have a guide covering where to locate Surfents in Palworld.
Once you have both Pals of opposing genders, take them to your breeding farm and feed them cake to hatch eggs. Take the eggs to the incubator and wait for them to hatch to get the Elphidran Aqua
