Before you start scavenging for Tungsten, you need to first get your hands on the alloy pickaxe. To craft alloy pickaxe, you need to collect the following

10x Aluminum Ingots
7x Steel Ingots
3x Raw Hides

Aluminum can be found all across Red Sands and Chalk Peak. Collect them then unlock the Advanced Tools memetics from the research and skills tree. You can find it under Tier 4 of the Infrastructure tab, just unlock Aluminum Ingots and Alloy Pickaxes to start crafting it at the Intermediate Supplies Bench.

Now that you have the pickaxe, make your way to either Blackheart Region, Iron River, or Red Sands. These places are the best to mine late game ores like Tungsten and Aluminum.
