Currently, a lot of players are facing an issue where they are unable to get into Brickley Gym and are locked out of completing quests. It is unknown if this is a bug or it is intentionally kept this way. Here are some ways you can gain access to Brickley Gym.

Complete one week of in-game waiting, then visit the gym on the 8th day. Some players found the gym entrance is accessible after a 7 day waiting period
If you have already played one game in the gym, then you cannot gain access till the week is over. Again, you have to wait till the next week rolls around to access the gym
Some players were able to unlock the gym after checking their phone and reading messages from Chris Brickley. After reading the first message, you will get another message from Brickley inviting you to the gym and playing a game.
If there is no other choice, you have to create a new build and then try to access the gym. For some players, they have reported entering the gym while they are at 60 OVR with height 7’3”
There are certain schedules if you wish to play 3v3 and 5v5. 3v3 is available only on the weekday, and 5v5 on the weekends. If you have played one round of either of the games, then you have to wait for the scheduled days of the other game to roll around.
There is a trick where you have to start a new MyCareer game and shoot five times. It’s not necessary to score, and you can use a foul to end your game early. After that, visit the gym and try the entrance.

If these tips don’t work, then probably it is a bug and you have to report it to the customer support team. Hopefully there are some details on whether the Brickley Gym remains closed for a particular duration or not.
