Since the Ghost perk is an Ultimate perk, you can only unlock it much later in the game. To get this perk, you need to up your player rank to rank 52. You can easily reach that rank by just playing the game and competing in matches. You can also make use of Double XP tokens to quickly rank up. Along the way, you can also unlock most other perks that fall under the Basic and Bonus categories, and sometimes even some Ultimate Perks.
If you find that ranking up is too much of a chore and are looking for a shortcut, you can still utilize the Ghost perk from the preloaded perk packages available. The Ghost perk is part of the Phantom package, so you can still try it out in a match before you can get the perk for custom loadouts.
