To teach Tinkmaster & Smearguru to dive underwater, you need to max out their friendship request and give them a bubble dialogue prompt. You need to also give them a house inside the Bubbly Basin by building their required habitats. Before teaching them to dive, you need to also learn diving yourself by completing Manaphy’s quest. You can find Manaphy after speaking to Professor Tangrowth at Bleak Beach.
How to Learn Dive
Before you can teach others how to dive, you need to learn how to dive yourself. After your conversation with Professor Tangrowth, go to the newly created island. You’ll need the Surf ability to reach it, so use your Lapras and travel across the water. You don’t need to own the DLC to reach the island or meet
Manaphy will want to eat Seaweed before teaching you the Dive ability. Collect the Seaweed and feed Manaphy with it. After consuming the Seaweed, Manaphy will be happy and you will be able to interact with it. After giving the Seaweed to Manaphy, talk to it again. Manaphy will teach your character the Dive ability.
