You need to reach Adventure Rank 35 and complete all the Archon Quests leading up to Chapter III: Act V – Akasha Pulses, the Kalpa Flame Rises. After completion, you will unlock the Jouriri Workshop. You can find the workshop in Chinhat Ravine, south of Sumeru City.

Once you enter the domain, you can fight Scaramouche. The fight will be long, so you should come prepared with a team that reaches at least level 90. The fight will be divided into two phases, and you have to defeat him completely before you can get access to the Trounche Blossom. The blossom will appear after the boss fight, and you can spot it in the middle of the arena.
