Arrokuda is a Water Type Pokemon which can be found in water, but it’s very small. You will need to look for it carefully in its spawn areas in order to find and collect it. The locations to find it are also rather tricky as you will need to have an ability unlocked in order to get close to teh Pokemon.

The first thing that you need to do if you want to find Arrokuda in Pokémon Scarlet and Violet is to make your way to a waterbody anywhere except the north. This is because the north is the snow biome, and most water bodies are frozen. 

You will need to stay on top of water as you battle Arrokuda, so make sure you have a good position when you come across it. The inhabitant locations of Arrokuda also include the open sea, so make sure to check there as well if you are having trouble finding it.

As for staying on top of the sea, you will need to unlock the ability. You can do so by defeating the Air Titan which is just before Cortondo city. Once you have done so, you will be able to float on water. Now, you can defeat the Arrokuda easily. Make sure to use Electric Type Pokemons as it is weak to it.
