To start locating characters under the Roses and Muskets event, you should first unlock the event. You can do that by completing the initial event quest called The Crack of Muskets Breaking the Silence. This will introduce you to the world of Fontinalia Film Festival. Once done, you can start locating all the characters around Fontaine.
