I feel like i’ve tried everything now, i’ve wiped my graphics drivers, downloaded the latest (526.86), reinstalled the game, worked like a charm (140+ FPS on Ultra), now the day after i only get maximum 30 FPS in game.
I also have the same problem as Kevin above here, can’t define the affinity or games priority.

I had terrible stuttering, absolutely shocking.
What i did to solve it was move the game from my HDD to my SSD and then set the graphics to DLSS. i now get a solid 160fps on ultra settings.
I have an i7-12700k and RTX 3080 10gb.
I guess my mechanical drive is on its way out, hope this helps someone.

this fixed the stuttering with my radeon card… in game settings, turn on dynamic resolution, set frame rate target to your monitors refresh rate (mine was 100hz). fixed it for me all the stutter gone.
