Once you have unlocked the Sea of Bygone Eras, you should have most of the underwater areas unlocked. If you haven’t unlocked Collegium Phonascorum, then you must complete the Canticles of Harmony quest chain and The Last Day of Remuria quest. You would get here while trying to Rebuild the Golden Aqueduct for Scylla.
Radiant Spincrystal 128 Location
Once you reach Collegium Phonascorum, you should have both the waypoints unlocked, one on the top floor and one on the bottom floor. For Radiant Spincrystal 128, head over to the western waypoint and walk through the tunnel heading southeast. Once you reach the lake’s clearing, keep to your right side and get up the ledge. You will find Radiant Spincrystal 128 on the rock here
Radiant Spincrystal 130 Location
This time, have the eastern waypoint unlocked on the lower level of Collegium Phonascorum. Swim northwest towards the golden bridge and keep to the lower sections of the bridge’s pillars. Just as you reach the border of Alta Semita, look down to find the Radiant Spincrystal 130 near the giant blue underwater flowers.
