You can quickly increase your city cap by working on the City Cap Rite in the Empire Development Skill Tree. To find the Empire Development section, click on the icon on the left side area of the screen. In the new window, select the General tab at the bottom of the skill tree, then select the Expanded Governance trait. For each upgrade you want, you need to use Imperium. And each time you upgrade the city cap, it will cost more Imperium for the upkeep. There is no cap for this, and you can keep increasing the limit indefinitely as long as you have the resources for it.
Some other ways to increase your city cap in Age of Wonders 4 is by picking a society trait in the early game. At the beginning of the game, while picking your race traits, pick Adept Settlers. This will give you a +1 when on the city cap when you start the game. Another method is to take over free cities, which will help expand your borders and get access to various resources. And lastly, having certain mods will help you increase the level cap, but it is not required if you can manage with the above tips.
