This puzzle can be found while trying to complete A Free Meal 2 side quest in the southeast of Distribution Center, Huanglong Region. To Solve the Mechanism, you have to light up all the Encryption Blocks using the Key Repeaters. The Key Repeaters have nodes on them that point in different directions, so based on that you have to place them accordingly on the blocks. Use the direction of the node to light them up. You can lift up the Key Repeaters using the Levitator from your Utility Wheel and rotate them accordingly
The Key Repeaters can be found behind the large crates within the same area of the puzzle. While you can find three of them here, the fourth one is located after you take the stairs down and turn right. There is a flight of short stairs right beside the puzzle area. Head down and make your way to the gate on the right side to find the final piece. Place all the key repeaters according to the images below to complete the puzzle
You have to pick up the keys with two nodes first and place them on the rightmost and topmost blocks so that all the blocks light up. Next pick up the key with four nodes and place them in the central left area. Finally, pick up the last key near the gate that has two nodes and place them in the final bottom row
