You will come across Bloody Finger Hunter Yura multiple times for his quest, but it is in the final moments that players tend to skip over the intricacies of the questline. You can still get his sword and armor even after he becomes one of the Shabiri. You will need to go to specific locations depending on where you are with Yura’s quest. The important thing to remember is that you should not go to the Mountaintops of the Giants before completing the quest, which ends with defeating Eleonora. Once you have done so, you can freely explore the mountain.

However, you’re probably here because you’ve been to the Mountaintops of the Giants without finishing the quest. If you’ve already met Yura at least once, he will be waiting for you at the last place you saw him if you reload the area. Otherwise, he will show up as one of the Shabiri at the Mountaintop.
If you have not encountered him yet, he will probably be waiting for you in the first place you were supposed to meet him, which is either near the Seaside Ruins in Limgrave, or near Murkwater Cave. He will be hunting the Bloody Fingers and will come to your aid as you’re fighting Nerijus. The next place you might find him is the northbridge at the Raya Lucaria Academy Main Gate Grace. The last area is at the Second Church of Marika on Altus Plateau where you can interact with him to get the weapon Nagakiba and fight Eleonora. Even if you have reached the Mountaintops of the Giants, Yura will be waiting for you in one of these places so that you may proceed with the quest.
