You can equip the Tactical Camera from your field upgrades directly before hopping into a game. If you find that the option is bugged, or it does not appear in your arsenal, then the only way you can get your hands on one is to scavenge. If you are lucky, you can find it in the various loot locations on the map, and once you do you have to take it to complete the next objective.
How to Infiltrate Hadif Port in Zero Tolerance DMZ
This objective is quite simple to achieve, as you just need to head over to Hadif Port on the west side of the Al Mazrah map. You can pick any vehicle of your choice to reach there quickly.
How to get a shot of a Cartel Soldier in Zero Tolerance DMZ
Find the area that is swarming with Cartel Soldiers and try to find a good hiding place. Toss your Tactical Camera as close to the cartel soldiers as possible without getting caught. After that, hide and check your camera to get a good shot of the soldier.
How to find and extract the Cartel Recon Report from the Sattiq Caves dead drop in Zero Tolerance DMZ
The Sattiq Caves is not too far from Hadif Port, and you can take a vehicle to get there. The caves are located on the northeast side of where you are. Once you are there, head over to the Sattiq Caves dead drop location and find and extract the cartel recon report. After that, you have to quickly exfil from the location, which will complete the Zero Tolerance mission.
