You can check out the map above to locate where the encryption block puzzle is located. It can be found between the southern three resonance points in Northfall Barrens. Once you reach the secluded location, make your way to the building on the south side of the area. On the roof of the building you will spot the encryption puzzle. There are four key receptors within the puzzle area, but you require two more to complete the puzzle. The other two key receptors are located one floor below the puzzle location.
Just go through the cracks on the floor and look to the side to find them. You have to pick up and arrange the key receptors so that all the encryption blocks within the line will glow. There are nodes on the key receptor that will point in certain directions. You can rotate the key receptor so the nodes will point at the blocks, highlighting the ones that will light up. Below is the solution to the Encryption Block puzzle
Pick up the left top key receptor and place it on the left section of the encryption blocks
Go to the right side and pick up the top right key receptor. Place it on the blocks on the left side of the puzzle area
Pick up the other key receptor on the right side and place it on the right side middle blocks
Pick up the last left side key receptor and place it on the bottom right side blocks
Place the final two key receptors within the remaining slots
