If you haven’t bumped into Juri yet, you need to find and complete A Hard Boiled Adventure sidequest. You can get this side quest while completing Chapter 11. During the side quest, you meet several characters who will ask you to check out an alleyway after dark. While in the alley, you will encounter an opponent, and after bringing him down you will spot Juri making her way to you. If you are persistent enough while talking to her, she will ultimately agree to be your master.
To unlock the alternate outfit, you need to increase your bond level with Juri. There are a few ways you can do this, such as by sparring with her, using her combat moves on your character, and even giving her gifts. Whichever method you choose, if your bond with her is high enough, you get to unlock and equip her with alternate clothing.
