To find the minerals vendor, make your way to Akila City. There is one vendor who has an array of minerals for sale. Make your way to the Midtown Minerals store to get it. To find the store, from the entrance to Akila City, walk straight till you reach The Rock. On the left side is a flight of stairs leading up to a building. This is the Midtown Minerals shop, and you can head inside to talk to the vendors. They will sell you several minerals, but the cost is not cheap. If you have enough credits and are tired of mining, you can visit the Midtown Minerals vendor anytime to purchase minerals like Plutonium, Cobalt, and more. 

Besides visiting the vendor, the only other way to get minerals is by mining them. You can find mines for certain resources across various planets, and after surveying them you can head over to the nearest mine. Of course, you need the laser cutter to cut through the resources and obtain the mineral.
