You can purchase the whiskey bottle from Broken Spear bar for credits to make things easy. You can find the bar near the entrance to Cydonia. Talk to the bartender and persuade him to lower the price for the whiskey bottle. The lowest he will go is 600 credits, so you can quickly nab the bottle and get on with the quest. But if you are cheap, you can try to steal the whiskey bottle from the Governor’s office. To find the office, from the entrance to Cydonia, make your way down the slope and keep to your right. Once you enter the office, you will find the whiskey bottle resting on the table straight ahead.

If you find Hurst or Woodard in the room, you have to wait for them to leave. You cannot directly pick up the bottle and store it away either. Rather, you need to knock it off the table and kick it outside the office. You can also use any misc item from your inventory to push the bottle, or even pick up the clipboard from the secretary’s desk and use that too. 

Whichever option you pick, you should roll the bottle as far away from the office and take it to a secluded area. Any area that is dark and has less witnesses is ideal. After that, crouch down and stay hidden near the bottle, then use stealth to pick it up and store it away. You can now complete the rest of the questline with the bottle in your inventory.
