You need to find a vendor called Lon Anderson to get the shielded cargo from him. You can find Lon in Porrima III, within the Porrima Star System. Make your way over there and find the Red Mile. It is a large building with a huge red signboard, it is hard to miss. Enter the building to find Lon sitting at his desk. If you interact with him, you can select the option to modify your ship. 

Once you are inside the ship building window, click on the Add option at the bottom of the screen. On the right side, shift to the cargo tab and find a bunch of cargo hold options. Read the names to find the ones that specify the Shielded Cargo description. Each of them costs varying prices, and they have different holding capacities as well. Pick the one you wish to add to your ship and pay the required credits. After purchasing it, add it to your ship by having a look at the marker. You can now use the shielded cargo to smuggle your contrabands.
