After completing the High Price to Pay questline, you will also find them anywhere you have set up outposts. You need to kill as many as you can to harvest Quantum Essence. Outposts that have the Armillary can easily attract Starborn enemies, so that is one way to lure them to you.

How to Use Quantum Essence in Starfield

To use Quantum Essence, open your main menu and select the Powers option in your character screen. At the bottom left corner, you can see the quantity of Quantum Essence you have collected. You can then use one Quantum Essence at a time to restore your Starborn power. It is best to access this item while in battle and if your Starborn power bar is low. Since this is quite rare to get, using Quantum Essence sparingly will help you later on.
