During the quest A Legacy Forged, the Charter has put you in charge of finding the culprit for the recent Terrormorph attacks. The attacks have been pinned to two people, Vae Victis and Redinald Orlase. It is up to you to decide who will take the blame, but your choices will have consequences. There are two choices you can make, and both will impact you in certain ways. If you choose to blame Vae Victis, you need to have the recording from the Londinion tunnels on you. This will act as evidence against him, and he will be taken away. Now that he is gone, you can explore his cell in Subsection Seven for some loot. There isn’t anything of value here, but you can read some data and a goodbye note. You will also realize that Vae would have wanted to hire you at some point to assassinate some people. 

If you would rather let Vae Victis live, you can blame Reginald Orlase for the attacks instead. Since Reginald is dead at this point, you don’t have to worry about collecting evidence against him. Also, no one will come forth to defend him, so there will be no questions asked about your choice. In return, Vae will tell you about his plans to hire you for some assassination tasks. You can choose to work with him or give it up altogether. Also, Vae’s cell will be inaccessible now.
