Truck Shoulderpal is a limited time item, so they have a certain amount of stock left for this item. Also, the chances of getting this item is random and depends on luck. To claim your free UGC, load the experience and make your way to the workshop. If you are a new player, there will be arrows guiding you throughout this quest, so you can follow that to know what to do. Once you are inside the workshop, unlock the Ore Collector from the treasure chest. Now you can start dropping ore into the ore collector and convert it into cash. You need to farm enough cash to buy a car. Once you have enough, make your way to the vehicle station on the left side. Select small or medium car and purchase any cheap car available. Once it spawns, sit inside it and drive around to find the Truck Shoulderpal.
While driving around, look out for mini yellow truck icons that spawn randomly. Interact with it to get your reward. Most of the time it will give you varying amounts of coins. You have to keep driving around and find several of these truck icons till you can get the Truck Shoulderpal
