As long as you have the latest 3.8 update, you can begin this quest. You should unlock the Sumeru region if you haven’t. To start, you have to find an NPC called Augustus and talk to him. Head over to Sumeru City and visit the docks. The docks can be found south of the Sumeru City waypoint. Just a short distance from the waypoint, on the pier, you can find an anxious young man. Interact with him to start the quest.
He quickly introduces himself as Augustus Lovelace, a researcher at the Fontaine Research Institute of Kinetic Energy Engineering. He wishes to have his picture taken, since he is having a hard time controlling his sneezes. Augustus tells you more about himself and his colleagues, including Xavier. If you have completed the Film Notes quest previously, you can mention it to him. After that, snap his picture using the Kamera and show it to him. You should make sure that there is a ship in the background. After acknowledging your camera skills, he will embark on his journey back to Fontain, completing the World Quest.
