You can get TM 021 as a reward for defeating Bug Gym Leader Katy in Cortondo. But if you wish to craft more, then you have to get the required materials for it. Below are the items that you need to craft TM 021.

To get Nymble Claws and Tarountula Thread, you have to defeat Nymble and Tarountula. You can find Nymble around Asado Desert, West Province (Area One), and East Province (Area One). Tarountula will be one of the first Pokémon you are made to capture, so you could find more of them on Poco Path. You can also find them all over South Province, as well as some in East Province (Area One). As for League Points, you can collect points by playing the main story missions and picking up quests. You can also earn some LP by participating in Team Star battles.
