Overlook Town is located at Dayton Wetlands, at 6746, -5807. This is a level 3 town, so you can get here very early in the game. Once you are in, activate the rift anchor and travel north from there. You will find a store called Panorama, and inside this store is the Mystical crate. After collecting the items from the crate, head through the door at the back of the store and go down the stairs on your right. At the bottom of the stairs is a room with the gear crate
As for the weapon crate, you can find it south of the rift anchor, in the middle of the amphitheater. After collecting all the crates, you will find your objectives are completed.
