To find the Red Sands devious painting, make your way northeast of Evergreen (4737, -2130). It is located a bit up on the hill here, just north of the main road. There is a small dirt path that leads up to it, so you can take that to get there quicker. Investigate the area by scanning and you can find a painting to pick up. Pick up the devious painting and you can check your inventory to get a map

Take a look at the map to figure out where you need to go. Make your way to Blackfell just north of where you were. Follow the road that leads out of Blackfell. If you just follow the main road, you will encounter a glowing item on the side of the road, right at the base of the cliff.
