Mr. Wish can be found deep within Securement Silo – Sigma in Broken Delta region (4856, – 5485). This is a level 15 Silo so you can try getting in during mid-game or even early game. Once you go in, make your way down the stairs towards the basement and kill all the agents here. There is one particular agent you need to keep an eye out for, and that is the Rosetta Mechanic. You can find this agent somewhere close to the turret machine. Kill the agent and get a keycard off the body.
Head inside the large double doors beside the killed agent and you will find a large ventilation shaft on your left that you can enter. Crawl through the shaft, climb up the ladder, then exit the shaft to reach a play area. You can either kill the enemies here or make a run towards the elevator on the right and use the keycard. A new area will open up, just keep going to reach another playroom where you can get Mr. Wish
How to Clear the Play Area
Once you reach the Play Area, activate the arcade machine in the middle of the circle that reads as Party On. To clear this objective, you need to stay within the circle and shoot at all the enemies coming towards you. There is a counter on the top left side where you can see how much progress you are making. Once the charging meter reaches 100, you can find Mr. Wish and complete the quest
In case Mr. Wish doesn’t spawn, you need to redo this entire Silo in a different world. As mentioned before, since this is a popular deviant to obtain, you might have to redo this run a bunch of times to obtain it
