Getting Chuy is a simple process, especially if you have worked through the campaign missions. To unlock Chuy, you need to complete mission 6 Cartel Protection. There is no other requirement besides completing the objective, so you can pick any mode you wish to complete it in. If you wish to quickly claim Chuy, you can go through the mission under Recruit mode, since that is the easiest mode available. At the end of the mission, you can get Chuy and other rewards.
Operator Chuy is the newest playable operator to join Modern Warfare 2, and will also be available in Warzone 2. He was affiliated with the Cuerpo de Fuerzas Especiales in Mexico before being recruited by Alejandro Vargas to join the SpecGru faction. His primary focus is to bring down all the cartels in his locality, which is clearly shown in his campaign mission. Chuy is one of the free operators you can claim only by completing campaign missions, along with Nova, Reyes, and Hutch.
