To get your hands on this powerful machete, talk to Boss Blaubert. You can find him in his mansion south of Fleatown. Like most NPCs, you need to gain his trust first by completing prior quests. Once he feels confident enough, Blaubert will ask you to rescue a prisoner. This is the quest that will lead you to The Thing. Head southwest of Port Cacao, towards L6, to find a prison called The Good Place.
Next, you need to clear the prison and remove the guards to locate the warden. The fight won’t be easy, so carry plenty of guns and ammo to quickly finish it. Eventually you will find the warden, who will offer you. If you spare him, he will tell you he will bring out any prisoners you want. Tell him to release Luigi. If you kill him instead, you will get a powerful shotgun drop. But you need to find and release Luigi alone.
To find Luigi, take the entrance behind the warden’s office that leads to the underground tunnel. You can find Luigi and several other prisoners here. After a brief interaction, free him and any other prisoner you deem innocent to gain loyalty. Head back to Blaubert’s mansion and join the standoff. Stand in support of Blaubert and help him defeat Luigi and his gang. Once Luigi is dead, raid his loot to get The Thing.
