To get gunpowder, you need wire cutters and explosives. Gunpowder is a byproduct of explosives, so you have to combine them with wire cutters to remove the gunpowder element. You need a wire cutter first, which you can scavenge. You can get it early in the game too. Next, you must have explosives, such as TNT, C4, and Pipe Bombs. You can obtain these by scavenging or purchasing them from certain vendors. Once you have both items, head to your inventory. Select the wire cutters by right clicking on them, then click on combine. A small pop-up window will appear. In the empty slot beside the wire cutter, place an explosive. After combining both items, you will receive gunpowder.
Now all that is left is to make your way to the Operations menu and select the craft ammo option. You can now craft ammo as long as you have enough gunpowder.
