After rescuing Herman and before leaving Emerald Coast, you can talk to Deedee, another explosives specialist. She worked with the Legion and created explosives to defend Fort L’eau Bleu. There is a way in which you can recruit her into your side. But all she will do is creating explosives. Nevertheless, to convince her to leave the Legion, you need another merc with high explosive skills like Barry. If you don’t have Barry or any merc with a high enough explosive rating, then you should come back once you do. Talk to her until you get an option to leave the Legion. If all is well, she will agree to do so.
While Deedee won’t join your party as a merc, you can visit her at any time to get explosives. In return, she will ask for 25 parts, so if you have that down, you can use Deedee’s skills to help you
