The villagers who will join you in Sengoku Dynasty are actually refugees. But refugees will spawn way later into the game. You have to advance one season before you can recruit your first refugees into your village. By then, you can complete the main story quests till you reach level 7 dynasty, after which you can unlock the option to speak to the Abbot. You will automatically get the quest marker leading to the Abbot after completing the related main quests. Once you are done completing the Abbot’s quests, you can check your map to find new points of interest marked. These areas are the spawn points where you can encounter refugees. Make your way over to these locations and talk to the people here. You will get an option to invite them to your village.
Some things you need to remember before you start recruiting villages is that all villagers will have needs. You need to have ample shelter, food, and clean drinking water so that they can function in and around the village. After their basic needs are met, you can assign them tasks like mining and hunting to make things easier for you.
