Surfing and swimming are great options to explore the map in Pokémon Scarlet and Violet. You just need to unlock the Pokemon in order to get the ability to do so. The first thing you will need to do is to play through the main story missions and follow the path of the Titan and Herba Mystica.

Defeat Open Sky Titan, Bombirdier, who is a level 19 Boss with the Flying and Dark-type powers. Its weaknesses are Electric and Rock-type Pokémon, so make sure to bring those into the fight in order to defeat this Titan. You can find him in the upper southwest corner of Paldea.

Once you have done so, you will get Pokemon called Koraidon and Miraidon. They have the ability to swim and surf in water, so you just need to get close to a waterbody to begin traversing through it.
