The earliest special construction assignment you will get is from Sayuri. After you talk to her, she will give you the blueprint to construct a bridge out of Sosogi. After that, make your way east towards Kengyo to visit the construction site. Now, you need to build the workshop for special constructions. Equip your hammer, then select the special construction workshop. You need to place the workshop close to the construction site. If you get an error that you are too far away, then you need to get closer. Clear any rubble on the floor near the construction site, then place the workshop.

Now all that is left is to collect the required materials to construct the bridge. If you click on the workshop, it will show you how much materials are needed. After you get the materials, you or a villager can be assigned to complete the task. It will take one season to complete the bridge.
