When you begin the game, you will have zero Infamy, and your count will only go up the bigger your nation gets. You will need to keep an eye on the powers of countries in the world and note which one decides to take up more power as it will disturb the balance. It will also affect your ability to make alliances with other countries. 

To check the level of your Infamy, you can go into the Information page under the tab of your country’s flag in the upper right corner. If it is too high, you might be suffering from diplomatic repercussions. Once you have reached a level of 100, you get the classification of a Pariah. If your country is powerful enough, this might trigger a war.

Once your Infamy level reaches 100 you will be classified as a Pariah, which will result in certain grave diplomatic plays against you by the more powerful countries. This will be done to keep you in your place, and it may even lead to a full-scale world war if need be.
