You can get to Prospect Town quite early in the game. First, make your way to Three Path Cross site of grace. From there, make your way southwest towards Cliffroad Terminus site of grace. From there, just head south to reach Prospect Town. There is an Outer God Heirloom here to loot off of one of the chests. Make your way up the broken structures nearby and head up to the stairs above. You have to find pathways or stairs that will keep taking you to the top. 

From the top, you should see a huge castle or tower-like structure nearby. You need to get to the castle to unlock the chest holding the heirloom. Once you reach the very top of the structure you are currently climbing, you will find a small gap to cross and get to the other side. Go up the stairs of the castle and unlock the chest to get Outer God Heirloom Talisman. This Talisman, when equipped, raises arcane stats.
