To get zodiac sands, you need to defeat the final boss in the game, Chronos. So once you reach the final biome called Tartarus, you can unlock the zodiac sands resource. Once you defeat the final boss and all subsequent bosses before him, you can walk over to the circular platform in the final arena to find something called Z.Sands. You will only get one of these items, but that is enough to unlock the Summoning of Historic Travails.
