To capture parrots, you need to craft a small trap by unlocking the blueprint under the Knowledge and Technology tree. You can unlock the blueprint after getting the Animal Breeding skill under Dawn of the New Tribe. After crafting the small trap, you will require bait. Parrots love to munch on bugs, so you need to get some bugs as well. You can capture bugs with the bug net and place them inside your trap.
Now all you have to do is set the trap somewhere near your base and wait for the parrot to come by. You can scan your surroundings using the Habit Analysis skill to find where parrots are located. Sometimes, instead of a parrot, you might find other small creatures like turkeys or monkeys trapped inside. You can get rid of them and try again till you can capture a parrot. Once you have a parrot, you also require a parrot rack to set the parrot on it. Place some food and water so it can get comfortable enough in your settlement.
