You will get the key as part of a main mission. Once you get the key, head over to Ibrahim’s store to make a duplicate. You will find him in Checkpoint Rest Town. Now that you have a duplicate, you can use the key to get out of your cell anytime you wish. Sometimes, you might encounter merchants who will tell the Makeshift Gaol Key for a price, so you can pick that up as well.

If you are out of luck with the keys, then there are other ways to get out of prison. You can bribe the guards, but they will take a large chunk of whatever gold you have on. You can also check your cell for a wall with cracks on them. Break down this wall to go beyond the jail and escape.
