To find the Oracle Bubbles Sorcery, make your way to Siofra River Well Depths site of grace. From there, head northeast towards the lit ruins. You will reach several flights of stairs. Take the northern stairs first and go up two flights. You will spot a set of stairs on the east, take that up once. Once you reach the top, keep to your right and the grassy path will wrap around. Jump on top of the pillars and boulders and use them to go up and walk northwest. 

Drop down on top of the pillars on your left (southwest) then go back up and go up the pillars. You will continue on top of the pillars leading southeast. Enter through the archways and jump down the hole. You will spot a Teardrop Scarab right on top of the broken structure in the middle. Kill the Scarab and get the Oracle Bubble from it
