Cattail grows in abundance around the second biome of the game, Oceanus. So to get here, you need to clear Erebus and defeat Hecate to unlock the next region. You will also require a silver spade, since you need it to dig up the dirt soils around Oceanus. You can get the silver spade equipment early on in the game as well, but if you don’t know how, you need to farm Silver first. It costs 10x Silver to craft one Silver Spade in the gathering tools menu at your Crossroad.
Once you read Oceanus, look around for dirt mounds around the area and dig them up. You might get random items each time you dig up these spots, so obtaining Cattail Seeds depends on RNG. After obtaining Cattail Seeds, take it to your soil plot. You can unlock soil using the Flourishing Soil incantation, which costs 1x Moly to craft. Cattail is used for the Surge of the Stygian Wells or sold to the Wretched Broker for bones
