To find Bayle the Dread, you need to head over to Jagged Peak Summit, You will encounter Bayle the Dread as part of Igon’s questline, and you can fight the beast to get Bayle’s heart. You then need to head over to Altar of Dragon Communion and use the heart here to get an option of two different incarnations. You can either choose to get Bayle’s Tyranny or Bayle’s Flame Lightning. You can pick Bayle’s Tyranny to use this incantation on your character

Bayle’s Tyranny incantation requires 49 Arcane to cast. To equip this incantation, first head over to any nearest site of grace and explore the Memorize Spell option. Select a memory slot and add Bayle’s Tyranny incantation in the empty slot. This spell can be cast only if you meet the stat requirement for the incantation as well as the sacred seal you are going to use. Now all you have to do is switch over to the sacred seal to cast the incantation
