As you know, your Pops are divided into plenty of Interest Groups. They are the ones who have the political power to be voting. There are some laws that you need to pass to enable elections in Victoria 3. These are called the Distribution of Power laws, and they are as follows:
- Census suffrage – Literate pops will be able to contribute much more political strength.
- Landed voting – Some Pops will hold more voting power which are the Aristocrats, capitalists, clergymen, and officers.
- Universal suffrage – Wealth threshold for voting is removed, and the type of Pop or literacy has no face value anymore.
- Wealth voting – Wealthier Pops will be able to contribute more political strength as there is a threshold of wealth for voting.
