Devastators spawn across all difficulties and you can encounter them during bot missions. They can sometimes be marked on the map as a quest, so if you are looking for a quick fight, you can head over to their location. There are three types of Devastators you would have to deal with. You have the regular devastator that just looks like a tougher version of the Berserker. Aim for the head and use armor piercing weapons to tackle them. You can also shoot their limbs to render them immobile and then shoot their head. The next type of Devastator you will encounter are the ones using shields. Just toss a few grenades in their direction and use armor piercing weapons to tackle them.
Finally, you have the Devastators using rocket launchers. These enemies are tricky to beat, as their homing rockets can easily track you and kill you instantly. If you find a rocket flying past you, trace their location and shoot their limbs and head. Render them unable to attack, then kill them with some heavy duty launchers or weapons. You can also use Stratagems like the Eagle Cluster Bombs or the Autocannon to quickly defeat them.
