You can meet Slumsley very early in the game. After picking up the bounty mission to hunt down 9-Torg, you have to make your way to the HQ. While making your way through the slums of Blim City, your path will be blocked by a short yellow alien called Slumsley. Slumsley will bully and mock you while blocking your path, but with persistence, you can get around him without hurting him. For the sake of achievement, you have to kill him. As soon as you encounter Slumsley, you have to pull the trigger a few times, since Kenny will be reluctant to shoot at first. Keep aiming and pulling the trigger till ultimately it fires at Slumsley, resulting in his death.
If you walk a bit further down the ramp, you will encounter Slumsley’s mother, but she is not distraught over her son’s death, rather she is grateful. Turns out, Slumsley is not a kid, but a 30-year-old alien being.
