To find the folder for Artisan, make your way to YBL-1. You can find the bunker between Lima 1 and Lima 2. You have to enter through the main office building at 142,121. This is a one story building, and there are some markers like gunny bags and wooden crates in front of the building, so you know you are in the right place. Enter through the door on the left side of the building, you will spot some computers inside. Make your way to the computer desk on the right side, near the door. Check on top of the desk to find the prisoner info file. Pick it up and head back to Artisan to complete the quest.
