You can find the Waterfall Wen domain in Fontaine, and this region can be unlocked by following the  Archon Quest Chapter IV storyline. The earliest you can unlock this questline is by completing the Prologue act in Mondstadt called Act III ‘Song of the Dragon and Freedom’. Once you complete both these quests, you will unlock the waypoint to Fontaine in the Realm of Farakhkert, Sumeru Desert. Make your way to Fontaine then head over to Belleau Region. There is a waypoint that you can unlock on the southern side of the region, near the East Slopes of Mont Automnequi. You can quickly head over to the waypoint and walk up the hill to find the Waterfall Wen Domain.

Clearing the Waterfall Wen Domain will help you unlock the two new artifacts in Genshin Impact 4.3. Namely you can get the Nighttime Whispers in the Echoing Woods Set and Song of Days Past Set. The higher the domain level you clear, the higher the level of the artifact you will receive.
